Inside the compound look for this corridor that leads to a workshop door, it's pretty easy to spot with yellow warning stripes. Diode's usually always there working on gear unless some story stuff moves him around temporarily.

Something interesting - radiation gets pretty nasty near those containers so pack some anti-rad meds if you've got them. The main road is definitely safer during daylight hours, and you'll probably see the place marked on your pda if you're tracking any related missions.
