Yeah this is a known issue with the quest trigger and an emission actually fixes it. Make your way out of Slag Heap first, take about 5-7 minutes in the surrounding area until you see the emission warning on your PDA. Once the warning appears, find yourself a bed to wait it out - theres a good spot in the nearby workshop building that works perfectly. After the emission finishes, go back and try talking to Richter again, this should get the quest flowing normally.

Something interesting - if youre on PC and this doesn't work, theres a console command that can help but it might mess with some faction relationships so its better to try the emission method first. Also worth noting that completing any other emission-related tasks beforehand helps prevent getting stuck, and avoid using any shortcuts around the Garbage area since that can trigger some weird teleporting issues.
