So i've had this stuttering issue too and managed to get it sorted after trying a bunch of different fixes. The main thing that helped me was turning off anti lag in the amd software, which made a huge difference with the frame pacing honestly. If youre still getting some hitches try capping your fps somewhere between 60 and 90, that seemed to work better with the engine for me.

Something i found really helpful was enabling virtual memory paging if youve got 16 gigs of ram or more, and make sure to run the game as admin with fullscreen optimizations turned off in the exe properties. Keep an eye on your ram usage too, cause once it goes above 80% things start getting pretty choppy.

Good to know: one interesting thing i noticed is that while some people talk about rolling back drivers, the issues seem to pop up across different versions anyway. Just stick with the stable whql ones and youll be fine. The biggest game changer for me was actually turning off freesync, since the older directx stuff doesnt play nice with the newer sync tech. If things are still rough, try setting the game to high priority in task manager, that helped smooth things out a bit especially on the newer amd cards. If youre running something older like a polaris or vega you might need to dial back the texture quality a bit but the newer 6000 and 7000 series should handle it fine.
